The event begins at 7pm and will feature speakers Michael Donahue, Administrator of the Luzerne County Drug and Alcohol Program; Darlene Duggins, President of United We Stand Divided We Fall; and Stefanie Salavantis, Luzerne County DA. The event will also feature a balloon release at dusk, where participants will have the opportunity to release a balloon in honor of their loved ones who have passed from a substance abuse related death.
