Globally, one in ten new HIV infections is attributable to unsafe injection of illicit drugs.  This preconference meeting will highlight innovative programs that take a public health approach to drug use by reducing HIV infection and helping people access services. The meeting will address three interconnected themes:

• Advances in policing practice and legal reforms that increase access to HIV care and treatment for addiction;
• Innovations in integrated healthcare services; and
• The challenges of bringing interventions to scale.

• Michel Kazatchkine, University Rene Descartes, Paris, Member of Global Commission on Drug Policy
