Election Day 2004 - Medical Marijuana in Oregon, Montana
November 3, 2004

This Election Day, Montana became the 12th state to enact a medical marijuana law and the second to do so this year. Meanwhile, Oregon voters turned down the chance to revise their existing law by allowing patients to get their medicine from dispensaries regulated by the state.

Oregon - Measure 33

Oregon's existing medical marijuana program is successful and necessary, but does not allow patients to buy their medicine if they have no way to grow it themselves. Measure 33 would have created a state-regulated system of dispensaries and allow patients to have up to a pound of marijuana and ten plants. It would also have given low-income patients access to marijuana at little or no cost.

Montana - I-148

Montana's I-148 will create a medical marijuana patient and caregiver registry and penalize those who make false statements and forge ID cards. It will allow, with limits, the growing and possession of marijuana with a doctor's recommendation.

The Helena Independent, Billings Gazette, Great Falls Tribune, Montana Standard, Missoula Independent, and Billings Outpost endorsed I-148.
