Not Just in Transit: Drugs, the State and Society in West Africa

This report examines the increase in drug trafficking and consumption in West Africa and their impact on the state and on society. It concludes with recommendations on how the region can respond humanely, effectively and pre-emptively to these problems.

The commissioners concluded that drug use must be regarded primarily as a public health problem, and not a criminal justice matter.
