The War We Are Losing

Friedman suggests here that we cannot wait to have a perfect replacement plan for the war on drugs in order to take action now. "If it is doing more harm, let's stop doing that harm and let's not wait until we have a fully worked-out, detailed plan for exactly what we are going to put in its place. Let's eliminate those features of it that are clearly and obviously doing the most harm. If the system is making a mess, it is a good thing to do something to change it even though you may not have a fully detailed alternative."
